Everyone can park a the mall for free right?

I parked my truck in the parking lot attached to Serranos at pitt and second for a job interview, right beside the entrance, and not 5-10 minutes later got a 10$ parking ticket?  (its the old mexi's)  So to eat there and use their parking lot you have to pay extra for the hour to park in their ajoining lot or park acros the street?  What the hell?  What is going on in this city?

You have always had to pay to park in that parking lot.

I actually think I don't pay when I eat at Jack Lee's and park there tho.
My mom never gets a ticket.
